Moreover the nation of Texas would collect income taxes and payroll taxes to cover medicare etc. DC would be cut off from Texans..

They cannot access their ‘benefits’ in a foreign country, but if they come back to the US, they can use them (assuming they’re paid up, of course).

At least that’s my understanding.

You’re confused with Soc Sec payments.
You get Soc Sec if you live outside the US but are not covered by Medicare.
https://www.medicare.gov/coverage/travel
That’s why for example if you go on a cruise you typically need to purchase medical insurance.
