I can’t say for sure but it seems reasonable that the steal by fractions was also the primary plan to guarantee a Hillary win. I believe it would have been smaller (maybe 1.05 Hillary to .95 Trump) because candidate Trump wasn’t as well known or as trusted by his own side then. I believe the cheaters still knew he was going to win if the election were fair, so they set up the steal, but on a smaller percentage.
My understanding is that the military interference that stopped the steal in 2016 was only applied in the 5 swing states. Knowing how popular President Trump was this time, I think I heard that the other side set the fractional steal for Biden at 1.25 to .75 and it STILL wasn’t enough. That’s why they had to resort to changing the percentage of adjudicated ballots from the accepted percent of ~.6% to 65% in some precincts! And when even that wasn’t enough, they trucked in hundreds of thousands of fake paper ballots.
The variety of manners and extent of the fraud in 2020 reached a level of ridiculousness that it boggles any sane mind.
