I don’t know the ramifications of one country backing out of a business deal with another. Should have some consequence if it involves money, but I don’t think war is the answer.
And what about the construction contracts on the wall?

No business will be done with countries that renegade on their contractual obligations. With this administration nationalization will be next!

You would think there would be some kind of "non-performance" penalty or something like that.

Not sure about between countries; President Trump pulled us out of various agreements such as TPP, etc.

The harder part is the contracts with companies. I know with us, we have clauses in the contracts that if the company doesn’t perform we can cancel the contract after we take certain steps to correct the issue.

Canceling because the program/project has been stopped, I haven’t had to deal with. We’re working on a project right now where we want to procure a software; once we determine which software we want and the cost, we’ll request a contract be drawn up and the funds appropriated. If the funds aren’t there, then we can’t move forward.

Just a wild guess, but I would think there would be some provision in the contract for the wall and the pipeline that stipulates if the project or funding falls through, then the contract terminates. I read something about the pipeline company was going to sell the remaining pipe for scrap to recoup some of their money.
