I'm wondering if it was something that was drilled into him. Maybe showing him images of servicemen/women and repeating, "Salute the Marines, salute the sailors, salute the soldiers, etc." over and over, to drill it into his head because of his dementia and forgetfulness in preparation for after fraudulently taking the oath. So when he saw the Marines, he automatically repeated the drill, "Salute the Marines."
