Answer my question. How do you arrest a sitting President when all agencies that could do it are in the Executive Branch?

Mohamed Mohamed Morsi Issa Al-Ayyat[note 1] (/ˈmɔːrsi/; Arabic: محمد محمد مرسي عيسى العياط‎, ALA-LC: Muḥammad Muḥammad Mursī ʿĪsā al-ʿAyyāṭ, IPA: [mæˈħæmmæd mæˈħæmmæd ˈmoɾsi ˈʕiːsæ (ʔe)l.ʕɑjˈjɑːtˤ]; 8 August 1951 – 17 June 2019) was an Egyptian politician and engineer who served as the fifth President of Egypt,[1] from 30 June 2012 to 3 July 2013, when General Abdel Fattah el-Sisi removed him from office in a coup d'état after protests in June.[2]

An Islamist affiliated with the Muslim Brotherhood organisation,[3] Morsi led the Freedom and Justice Party from 2011 to 2012.

I have no clue about Egypt.   I do not think Q ever implied what you allude to.
