Good question.
Remember all the stalling with Trump’s appointments.
They did it for Obama’s appointments. Most of his cabinet was approved before he took office. I thought that was weird at the time. After all, they weren’t appointed by a President if before the 20th, so how can their approval be effective? But I never saw anyone anywhere challenge the notion.
