Yes, and if the structural integrity of the damn has been compromised, over time the rise and fall off the Yangtze River will put minute amounts of stress on the damn to where, without structural maintenance, the damn would eventually break at the weakest point. Plus if another monsoon season drops an exorbitant amount of rain, like it did last year, the inevitable could happen a lot sooner than the Chinese government would plan for.
