I have some guesses, but they are only that. As far as I can tell, America is not even aware that he DID do that. His missing long form was one of the primary motivators for Certifigate, and he could have provided that long form at any point by making a 10 minute phone call. Year after year after year, and he chose not to make that call.
Well, I was paraphrasing a quote that I can’t find now, it was from an engineering firm. The broader point is that Sometimes people tend to prioritize what they think is urgent because it seems more expedient, and the important things, which may actually need more urgent attention get left to ripen on the vine until it is either too late, or nearly too late to have the impact finishing those important tasks would have and then you rush a solution that is haphazard and barely effective, or in a lot of cases detrimental to the cause.
