These were not forms for voter registration. These were discarded completed voter registration cards, that the County Registrar of Voters sends a person after he's sent in his or her filled-out voter registration form. The cards had the person's name, address, political party, precinct, affidavit number, etc. All that information.
Why would the recipient discard such a card as mere junk mail?
