Not necessarily. If it was a left shoulder patch I would agree with you.
IIRC - right shoulder is for units you were in combat with and left shoulder patches are for current unit.
Any ground pounders care to comment?

Those soldiers who are combat veterans are authorized permanent wear of the SSI of the unit they fought with on their right shoulder. This shoulder sleeve insignia recognizes “former wartime service” and is frequently called a “combat patch”.
Need to see what patch is on the left shoulder to know what unit the person is actively assigned to.

As LonePalm said, the right shoulder underneath the U.S. flag is where U.S. Army soldiers wear the combat patch.

We need to see the soldier’s left shoulder patch in order to determine the soldier’s current unit.
