You're misunderstanding the word "use". They mean "use" in the context of the research and development of the vaccine; NOT the production. It even tells you how fetal stem cells were used right in your own article:

"The University of Pittsburgh uses the HEK-293 cell line to construct the SARS-CoV-2 spike protein to stimulate an immune response once injected."

And later:

"use aborted fetal cells during research and development"

No vaccine doses ever contain fetal stem cells. There would be no purpose to that.
