I worked in many offices of various companies as a temporary employee during the '90s--tech offices, admin offices,... The foreign workers weren't so cheap in most of those offices, but managers and board members preferred to be in the presence of peoples from places closer to the Equator. Perhaps those places had been tourist destinations for some of the managers and board members.
It's really more about social pride, vanity and slavery than economics. I learned that lesson in more brutal ways while working with steel in the 1970s, when our labor unions were busted by "labor management consultants" (lawyers) working with the officers of those manufacturing companies. The manufacturing was moved to southern states, Mexico, other, less free countries, then countries like China.
The upper managers were gleeful about it and hated our very existence. They were a prideful lot of spoiled, vain, neurotic, philandering drunks, and that was in the late 1970s.

For IT, it’s the Indian mafia. Once an Indian is hired in ANY POSITION, that’s it, within a year, the entire department will be Indian.
