I doubt if there was any arrest in Italy pertaining to election fraud. What did occur was the arrest of individuals hacking their way into a defense contractor:

I think the people orchestrating this do it as a diversion away from real evidence of election fraud, as well as to discredit those who are investigating it.
It is very frustrating to see people on FR fall for this, although I completely understand why considering the frustration most of us feel.
So, why did Flynn say Trump would remain as president? Not really certain who to believe at this point.
This seems like the calm before the storm to me.
The President has neither conceded, nor placed into motion any counter-offensive beyond the apparently failed legal challenges.
Something’s got to give between now and the 20th, the most likely time for it would be around Friday of this week.
