I have never seen anything in law that indicates that the fringe is anything other than a decoration used on indoor and ceremonial flags. I served 14 years in the Regular US Army. I have never seen any usage of flags, fringed or not, that would indicate anything else.
In my opinion all that stuff about the fringed flag not being the “Real” flag of the United States is nonsense. Just something for the kooks and sovereign citizen crowd to fixate on.
