Yeah but they did disperse. The IA can be invoked for just one or two sections. The dispersal thing is not actually relevant at this point. Sections 332 and 333 are most relevant and important, looks like to me.
Looks like he’s done #331 (ask for funding) and #332 (calling up the militia (National Guard is part of the militia)).
#333 is the definition of what acts would constitute insurrection.
And the #334 is his notification last Weds for the instigators to disperse and go home.
