If unlimited vote fraud were possible, they’d have gotten super-majorities every chance they could. They’d be tossing conservatives in gulags. There are limits, and the more of it they do, the greater the chance of discovery.
The key to successful fraud is keeping it small* enough to avoid discovery. Unfortunately for Trump, 1-2% in AZ, GA, PA and WI were enough to swing the election to Biden.

* The analogy is to laundering funny money - far easier to distribute $100K than $1m. The trick isn’t in the fraud - it’s in avoiding discovery. That’s why it’s generally small scale 1%-2%, and probably pretty compact - ideal for a big city political machines. Pointless to try this in closely monitored Republican townships, and suspicious if Democratic votes come to 2x the number of eligible voters in a given big city.
