I’m checking local news in Italy, Rome... absolutely nothing about a blackout or arrest. No mentions of the Vatican, for that matter. No mention of road blocks. Lots of news about COVID tiers... could the roadblocks be related to COVID?

Based on feedback from a couple friends I have in Gatineau (right next door to Quebec), this is a curfew (8pm-5am), not martial law. No military involved.

Basically, to keep Covid, which apparently spreads a lot at night, in check.
