About the disabling of the EBS—

The EBS is a government mandated capability, so I think Apple would run afoul of the FCC.

That EAS/EBS for the issuance of people messages during an emergency is mandatory, and can’t be turned off.

If apple tried to pull that, they’d run into the FCC for starters.
