The man in blue hoodie was definetly an Actor. Not only was he texting like crazy but he made no attempt to get out of the way. He never looked in that direction after the shot but stayed directly in the line of fire. It doesn’t seem anyone else was too concerned with the shooting. No one looked to see if it was clear. Not even the Police with guns. First thing would be to “hit the floor”, run or at least glance in that direction. Ties in with moving the alleged victim into a better photo viewing. There was no attempt to move her out of the line of fire. If moved at all, she should have been moved toward the shooter on the left where there was some type of cover.
There was also no concern about any further shots ... if one was standing near there I’d expect it to have been a stampede away ... but, interestingly, the only people moving away are the people in uniform at the top of the stairs who move aside to make way for the uniformed coming up the stairs ... the blue hoodie guy’s actions you’ve identified are clearly suspect.

We’ve seen these ff acts so many times now ... it sure looks like this was another. Let’s hope + I have to believe the white hats were onto this and the fact POTUS deviated from the schedule in start + end of speech suggests operational awareness.
