No state legislature make any request to de-certify. There were a few individual members of state legislatures that wanted it done.
This a-hole is supposed to be some Constitutional guru and comes across as knowing the Constitution no better than Obama who was also a “Constitutional scholar”.
Yes many states did just that and it wasn’t exactly at the last minute.

Pence had all rights to table certain Electors for a little time to give states time as they urgently pleaded and requested from him.
