As you point out, politics is local and education is the high ground.
Conservatives work. They concentrate on their jobs, family, homes, nest-eggs and perhaps their immortal souls. Zoning boards, state house legislation, city counsel and esoteric national issues are way down the list.
Liberals are inflated with controlling others as they will not govern themselves. It is much easier to unite with like-minded busy-bodies and make officious rules for others then to take care of their own life.
I would add that we have failed in part by letting all levels of government in general get too big and controlling. Too many levers, throttles and knobs on the machine of government. Too many places for people to get control and self importance. Local, state and Federal.
Self important liberals live and breath this political stew trying to remake the world and convinced it is all perfectible with just one more law or regulation.
Leftists concentrate on control. Media, academia, regulatory commissions, philanthropic foundations, SOS offices, petty district attorneys, planning commissions and financial regulation. Conservatives concentrate on vocation, family and protecting our nation.

We *never* had the schools, which were based on the Prussian model of education from the beginning.
