This remains my question ... did they just do a backroom deal to approve everything without even going through the roll call for each state? It’s like stalled but finished at the same time ... and that seems to me to be a constitutional dilemma.

Nothing will happen at all. The law is whatever the uni-party does and its been that way quite a while.
The Constitution orders the House to present an annual spending budget each year for the following year. That hasn’t happened in quite a few years now, that’s why continuing resolutions and govt shutdowns started. There are no shutdowns if there is an annual budget in place.
That is the highest law of the land and it is ignored every year and has been for years. Shouldn’t that be easy to enforce? It’s a very direct and simple order.
