I’ve always called it a “public coarseness”. Corruption has probably thrived in DC for a long time but it was mostly hidden under the rug. The Clintons were outright and upfront with it.

That’s a good way to describe it. They no longer had any shred of decency to even hide it, and had certainly never before pushed it or proclaimed evil was good right out in open and in your face.
