Cherry try google your Samsung model+set emergency alerts. See what pops up.

Try this:

Step 1: From the Home screen, open the Messages app.
Step 2: Tap the three button icon in the upper-right corner, then tap Settings.
Step 3: Tap Emergency alert settings > Emergency alerts.

Also, apparently Presidential Alerts are mandatory and can’t be turned off, at least on Samsung Androids. This worked for me.
