If you trespass or act in an aggressive manner you should expect to be seen as a threat.
The capital police certainly couldn't know her intentions. Did she; other than to breech capital security? What did she and other plan to do once they got inside?
It's really no different when Antifa storm a building and the police shoot.
She made a bad choice that cost her her life.
