In the scheme of things, probably least important...but it's been driving me nutz. I've been trying to chase this all day. Do you have any more on it?
Pence is not in the military chain of command.
The official DOD release doesn't say who called up the D.C. guard.
Doesn't look like they talked with Bower.
According to the Constitution(assuming militia is now national guard) the President can call up the NG. Congress can call up the NG.
No place does it mention the VP.
The VP is not part of the military chain of command, so how does he get to call up the guard?
