Today, at the very beginning of Congress, some (I don't know how many) of the congressmen and senators were relegated to the gallery - not allowed to the floor. I believe it was due to a mandate from Pelosi under the guise of covid, I assume.

The first congressperson that Pence recognized to speak asked (I'm paraphrasing here) how this could work with so many members relegated to the gallery which would not allow them to speak. Pence basically let him speak and then moved on without addressing the congressman question.
