Why did Cruz give such a paltry number? I’ve seen that the % is much larger.

I think he was being very careful.
Later in the speech he referred to the number as "Almost half."
Keep in mind that these are based on polling data, and most RATs will never admit they believe it was fraud, even if they do.

You are right, percent of those who suspect fraud was much higher.
