Gub, I could not watch, but my sister texted that he conceded! True???

It was not a concession speech. However, he did mention the "Biden Administration" and other references such as he hopes "they don't tear down the wall".

So, to me (my opinion only), it sounded like he was talking about a future without him as POTUS.
