Yes, it does seem strange that a staffer (or whoever he is) with what looks like a Capitol security badge, is in amongst the people outside the door. Why was he there?

I don't necessarily see, in that clip, him doing anything strange. But it is a short clip. I just think it seems strange he would be on that side of the door with the people.

Did you notice the pile of chairs on the shooters side? Why were they there if this was a spur of the moment attack. And too...Come on..who has a professional camera and mic on the long stick walking around and just happen to be at the scene of a shooting? It really SMELLS!
