This is insanity depending on how he meant it; at least it is sophistry. By definition, if you don't have symptoms you don't know if you have the disease or not; you most likely do not think that you do. Since everyone will quite likely come in contact with the disease and most may not have symptoms - that is called herd immunity. That is how epidemics burn themselves out.
Some like myself must take some precautions and if we go out in public sometimes we may well come into contact with the disease. If the contact is with a weakened pathogen or the contact is incidental, that should help my herd immunity to build. Let's face it: everyone needs to come in contact with CoViD sooner or later, except the very vulnerable: the elderly, the immune deficient.
While the highest number of deaths are among the elderly, a surprising number of elderly are recovering, some with hospitalization and some at home, some even with mild symptoms - herd immunity. I have met elderly survivors myself.
The alternative to public exposure to herd immunity is permanent lock down. Simply ask the govt to assign you to a camp and urge them not to herd you into an oven - or a nursing home.

Fauci is all over the place but he seems to me to be trying to please the party in power - or about to assume power. Overall he seems to favor lock down type restrictions - as long as it isn't him!
