It makes sense that it would be revealed this way. How do you convince the public something so outlandish is actually true? You would need to show the motive behind it -i.e. blackmail. And how do you convince people that blackmail on such a massive scale really exists? Show them a blatantly rigged election, then show them how many judges, governors, legislature, etc. have refused to investigate.
