Although I don’t know the meaning of the hot count plus other info in the Q post, I understand the Bible verse Jeremiah 29:11, “...plan... to give you a future and a hope.”
Isaiah 35:4,5
Say to them that are of a fearful heart,
Be strong, fear not: behold, your God will
come with vengeance, even God with recompense;
he will come and save you.
Then the eyes of the blind shall be opened,
