I doubt that easily, certifications to Congress, whatever that means. As for acting, the Executive branch has that responsibility to ensure the laws are carried out separate from Congress. Officials unwilling to address that fraud and provide the gov't they are supposed to for the American people is part and parcel of Executive branch duties. After all, it could be Congress is in insurrection.
Absolutely Congress is in insurrection other than a few hold outs. The fact that most Rs voted to override the veto nauseates me.
If Congress refuses to correct the fraud in in the election, Congress IS in insurrection and is illegitimate. This is why the second amendment was put in place.
To restore integrity to Government if and when Government has none.
It would be nice to have some help from Government in doing so, but it is not necessary.
