There are many military-trained, military-rank-holding members of the US intel agencies. To accomplish their intel goals, many move seamlessly between those "worlds" that the average citizen probably imagines are or should be very separate.

Intel people that seem to work in the military realm have extra reporting responsibilities and loyalties over their "purely military" counterparts. The intel agencies have certain military hardware, resources and assets under their on-going control. A good bit of it is "off the books" and out from under the eyes of anything citizens or even the military bean-counters will ever see.

In such environments, the intel agencies may oversee some training of regular, domestic military members (for assessment of their possible intel use, for example) or even foreign military assets. I assert that such foreign assets may have been used for missions--even US domestic--where using US military or intel resources would be beyond problematic (e.g., against the law and/or UCMJ).

When the Deep State commandeers control over military resources, e.g., submarines or missiles, that authority will flow from "their people" holding authorized, military positions and rank to accomplish such control, even while exercising potentially dual loyalties. Inasmuch as such circumstances skew from complete fealty to We The People, they are a corruption--a potentially treasonous corruption. Certainly, knowingly following an illegal order to be complicit in use of lethal force against a US President (Q3638) is likely treasonous (though perhaps not its duress aspects).

A further corruption has been that people exercising such skewed loyalties are routinely protected from being accountable for their actions, as I don't doubt a citizen can imagine.

For how many years have we missed seeing a Rod Rosenstein, an Andrew McCabe, or a Jim Comey being punished for their intel loyalties averse to US the People? When such loyalties are "subsidized" through lack of accountability, no prosecution, enhanced résumés, promotions, higher pay, etc., the black hats are emboldened and government Of the People, By the People and For the People gets more corruption.
