This sounds like fun, but the scanner would have to be based on a pre-formatted document with alignment marks and a machine-readable marker or font. I think this is a fanciful artifact of someone's hilarious sense of humor.

I agree it’s someone being humorous, but if that’s the only way Trump stays in office, I guarantee he’ll take it.

Much better to be in the “what are you going to do about it” position than the “you cheated” position we are in now.
