It doesn't force Congress to do anything; it invites them to. But the current Congress ends in 6 days.

I was waiting.

No congress is bound by another.

They will have to do it all over again with the new congress.

Thank you. A FReeper who understands Congressional limits.

Also: the new Congress is even more strongly R, even if the Ds have a few seats majority in the House.

If there are do-overs or set-asides in the election, anyone know how that affects House seats for the next Congress?

it says Congress has 45 days, but I’m not sure if it matters if it’s a new or old congress. Sitting congress ends in 6 days, but the fiscal year doesn’t end until Oct 1.

Here’s a Gramm-Rudman-Hollings Act quote that speaks to the Executive Branch power, and specifically of the Comptroller General’s office, which works to Trump’s advantage,

Synar, (478 U.S. 714 (1986)) as an unconstitutional usurpation of executive power by Congress because the Comptroller General’s function under the Act is the “very essence” of execution of the laws, which is beyond the power of a legislative body. It was noted: “Once Congress passes legislation, it can influence only its execution by passing new laws or through impeachment.”
