He[Trump] said he signed something that goes into effect on 1/1 (having to do with pharmaceuticals.)
I believe POTUS was referring to his EO that gives U.S. most favored nation status when it comes to pharmaceutical purchases. There's nothing in there specific to HCQ as far I'm aware.
