My guess is that Trump will take action based on foreign election interference and the federal constitutional guaranty of a "republican form of government." As the Federalist Papers and Madison's Notes demonstrate, fear of foreign interference in US domestic affairs was a major concern of the Framers and the President has a particular duty to act against it.
