IA isnt neutered - this is what happens when people start adding words to stuff they already dont understand.
Congress cant remove the IA but they can request the POTUS to notify them when he is going to use it. And that is what the bill is about.
I guess they hope to skip the country to go into the hiding in that time window, good luck!
