Two things here.
1. The CIA didn’t do the spying. The FBI did. The CIA managed the spying through cutouts. Those cutouts being the other FiveEye agencies did the spying for the CIA so the CIA could claim it didn’t do domestic spying. Chief among the FiveEyes doing the spying on American citizens in America on behalf of the CIA was the GCHQ of the UK.
So, the CIA did spy, just by one step’s distance.
but the primary culprit was and is the FBI.
2. The “Barr said” is all filtered through the MSM. How often to they even try to play it legit and/or accurate?
Add to that the ‘company’ sent Comey + Strzok intel showing that the (real) Russians were on to Hillary’s fraud op ... the (real) Russians were concerned that Hillary was setting them up as a fall guy for her fake “collusion” smear and, on top of that, the (real) Russians might try to inject something into the fake smear that was being concocted (as told to Hussein by Brennan anyway)

Personally I think the clowns ran the whole op. (They are still running it, imo)
Agree they used 5eyes to do the domestic spying, and I think they used the fibbers for domestic leg work
This way they maintain plausible deniability while maintaining control
Remember they cast all the characters that were clowns: nel ohr, strozk, sen no name who passed the package to the fibbers. Plus all the foreign actors we clowns.
