So I have been running down this particular photo Trump is looking at. And it kept bringing me to this speech (below). So it would seem that this is what was on President Trump's mind as he stared at the photo. I can't say for certain, but it is a pretty good bet that this was taken previouly at the Winston Churchill exhibition at Blenheim Palace when he visited in July 2018. Here is the sauce:

The other possibility is that it was taken at the America's National Churchill Museum in Fulton, MO. But no luck tracing an event down there but I could have sworn I heard about it a couple years ago. After all, that is my home state.

The photo has a reflection in it. Trump is reflecting. And I would bet these (words of Winston Churchill below) were his thoughts and that which Dan Scavino is trying to convey, who is obviously the one that took the photo (Dan has a knack for photography and getting those great shots)

While I didn't have your clarity, I thought the tone, the use of black and white, the historical context (WW2) etc. all lead to the kind of thought process - a turning point, a hard one taken with great care, the stakes, point of no return, commitment to complete victory, etc. ThankQ for articulating it so well.
