You skipped a step. If there’s an objection from both the Housecand the Senate to a states electors , then both the Housecand the Senate vote on whether to accept or reject those electors - and the vote is a regular vote by individual members, not by state delegations. Both chambers must vote to reject a states electors for the electors to be excluded
if enough electors are rejected that neither candidate has a majority, then the House votes on which candidate should be president - and it’s THAT vote that is by state delegations
Go read the explanation by tha national archives. You are wrong. The first vote requires a majority of both houses to go against the certified vote. Not going to happen
