Asking out of ignorance (I'm not a lawyer). I've read and re-read the 2018 EO https://www.whitehouse.gov/presidential-actions/executive-order-imposing-certain-sanctions-event-foreign-interference-united-states-election/

I do not see where this allows President Trump to invoke the Insurrection Act, or whatever it is that allows his to put a stop to all this. How does it work?
