Directive 51 allows whoever is President of the United States, without the approval of Congress, to declare an extreme or “catastrophic” state of emergency. But that’s not the worst thing about Directive 51. The truly frightening thing about Directive 51 is that it contains no provision for determining or declaring when the “catastrophic emergency” is ended.

Directive 51 is definitely frightening in the hands of someone like Bush, Clinton or 0bola. But for Trump, it could be very good. Very possibly once he’s cleaned out the trash, he can undo the directive.
