Another part of the repeated ratios, quoted,
“the software takes the first available precinct from an
ordered alphanumeric list by County, Precinct.”
That ordering / sequencing is indicative of an algorithm - the programmers “failed”, they should have randomized that selection but their “failure” gives it away.
