So what happens when a state reports 110% of its citizens voted?
And if they reported the dead voted, can we shoot one of them?

You are confused. That section is not about who becomes president, it is about how many representatives each state gets. They get representatives in proportion to their population, that is what this section is about. However, if, in a federal election, they deny the vote to a portion of their citizens, then that state loses representatives in proportion to those denied the vote. This was so that, if southern states denied the vote to black citizens, they could not use those black citizens to increase their representation in Congress. The days of 3/5 of a person were over.
