I’m winging it here & as I recall: 1) there is an official process called “protest” that thus has connotations ala “contest” as well, this would be at canvassing precinct level(s) on up. 2) There is verbiage in stuff about electors and such that notes, in order for them to be deemed valid in Congress, they have to be free & clear, not under “contest” or “protest” ... in any event, IMO, Trump is laying down a predicate here being a formal stand + notification that ties back to the legal underpinnings of the fraudulent election ballots. Maybe this is why when the Texas suit came up, SCOTUS didn’t include something along the lines of “time ran out, that’s why we’re not taking this one up”.
