From this article it seems the truck hit the safety car first. I assume he lost control. I also suspect the cyclists were hit while attempting to evade.
Sometimes stuff happens.
According to a couple different articles, the wind picked up and a group of 7 riders sought shelter behind the safety car. Those riders were crushed between the box truck and safety car. The force of the collision pushed the safety car into some of the riders in front of it as well.
