Oh ... and one other thing: One of the WI Justices nailed it when she suggested that for WEC "Guidance" to have any semblance of the weight of law, it would have needed to be the subject of a Rulemaking Proceeding, with Public Comments etc.

I think this is well-established regulatory law in the U.S.

Nailed it indeed! Must have laws in place, not some non-legislative group’s bilge.
